City of Stirling Puts Rezoning on Hold!

The City of Stirling has decided not to proceed with the amendment to its District Planning Scheme which would have seen 85% of the 9 hectare Scarborough High School site rezoned to enable 129 housing lots.

The City said that "In view of the newly elected State Government’s indication that it wishes to review the future of this school site, the City has suspended further consideration of this amendment."

Some Significant Dates in the Campaign to Save the Scarborough High School Land

1998

bullet14 September Mayor of the City of Stirling writes to the Minister for Education agreeing to the subdivision of the high school land.
bullet22 October Minister for Education replies making a commitment to keep the pool, hall/gymnasium and surrounding land for community use

1999

bullet13 July George Strickland MLA writes to Mayor of City of Stirling suggesting "preferred" site for the gymnasium is Gwelup.
bullet29 August 5,000 people attend the celebration the 40 year history of the Scarborough High School
bullet14 September Minister for Education tells Parliament the gym/hall and pool facilities will not be retained
bullet17 September Minister promises a grant of $1.3m for replacement facilities – site to be determined.
bullet20 September First meeting of the Scarborough High Open Space Action Group (SHOSAG)
bullet15 October Metropolitan Region Scheme (MRS) Rezoning Close of Submissions
41 written submissions opposing the proposal to rezone the Crown Land to Urban.
bullet24 October Over 300 people attend a Public Meeting in the high school hall organised by SHOSAG
bulletNovember 1,300 signature petition supporting the retention of the school land in public ownership for community use presented to Parliament.
bullet2/3 December Public Hearings at the WA Planning Commission on the MRS Amendment.
bullet14 December City of Stirling Full Council meeting approves Education Department’s plan to subdivide the high school site and agrees to amend the local District Planning Scheme.
bulletDecember SHOSAG Survey of 151 local residents finds 93% want land to remain in public ownership for community use.
bulletDec/Jan Scarborough High School demolished.

2000

bullet8 February SHOSAG holds protest rally outside Minister for Planning’s office and delivers 1200 letters opposing the sale of the land.
bullet20 February SHOSAG holds OPEN DAY on the high school land. Labor Party, Greens and Democrats will oppose the MRS rezoning in Parliament.
bullet14 March Rally at the opening of Parliament.
bullet5 September 2,000 signature petition presented to Legislative Council opposing the rezoning.
bulletNovember Labor Party moves Disallowance Motion in Parliament supported by Greens and Democrats.
bullet23 November Parliament passes MRS Rezoning by ONE vote.
bullet12 December City of Stirling adopts Education Department’s subdivision proposal and moves to amend the District Planning Scheme

2001

bullet10 February Labor Government elected – new Member for Innaloo John Quigley pledges support for retaining the high school land for community use.
bullet20 February Close of submissions on City of Stirling’s proposal to amend the District Planning Scheme and allow subdivision of the land. 1105 submissions were received objecting to the rezoning.
bullet10 April City of Stirling advises that it has suspended its amendment to the District Planning Scheme.
bullet26 April Letter from Alannah MacTiernan Minister for Planning advising that mechanism for public consultation is being prepared by the new State Government.
